Applications are now open for the ITLOS Nippon Foundation Training Program 2026, a prestigious fully funded fellowship hosted by the International Tribunal for the Law of the Sea in Hamburg. This nine-month program will run from July 2026 to March 2027.
The fellowship is tailored for junior and mid-level government officials and researchers from developing countries who specialize in maritime law, ocean affairs, and dispute settlement. The program aims to strengthen participants’ legal knowledge and practical skills in dispute resolution under the United Nations Convention on the Law of the Sea (UNCLOS).
Selected fellows will also take part in study visits to several European countries, including the Netherlands, Italy, Belgium, and Germany.

Fellowship Structure
1️⃣ Academic Program & Lectures
Throughout the nine months, fellows participate in intensive lecture sessions delivered by ITLOS Judges, UN officials, and international legal scholars.
The program begins with a four-week Summer Academy, where fellows study alongside approximately 40 international professionals to build a solid foundation in maritime law.
2️⃣ Practical Legal Training
The fellowship strongly emphasizes hands-on professional development, including:
- Dispute resolution workshops (negotiation and mediation skills)
- Litigation training, including legal drafting and oral advocacy
- Court observation sessions at:
- International Tribunal for the Law of the Sea
- International Court of Justice
- Permanent Court of Arbitration
These experiences provide real-world exposure to international legal proceedings.
3️⃣ Institutional Partnerships
Participants benefit from collaborations with leading research institutions:
- Max Planck Foundation for International Peace and the Rule of Law – Specializing in conflict resolution and comparative public law.
- Norwegian Centre for the Law of the Sea – Focused on Arctic governance and global maritime law.
4️⃣ International Study Visits
Short group study trips (2–5 days) across Europe allow fellows to meet international legal experts and observe diplomatic and high-level legal meetings firsthand.
Eligibility Criteria
To apply, candidates must meet the following requirements:
- Must be from a developing country
- Age: Between 25 and 40 years
- Hold a law degree with demonstrated research ability
- Be either:
- A junior or mid-level government official working in ocean affairs/maritime law, OR
- A researcher specializing in maritime or ocean law
- Submit a research proposal related to their State’s implementation of UNCLOS (particularly Part XV)
- Provide a nomination letter explaining their institutional role and the benefit of the training
- Have excellent command of English or French, and working knowledge of the other (English is the main language of instruction)
