Applications are now open for the COP31 Simulation Fellowship 2026, a fully funded international opportunity for students, young changemakers, and climate activists from around the world.
The fellowship is organized by the British University in Egypt (BUE) in partnership with UNDP Egypt alongside global academic institutions and climate partners.
This unique program gives young people the opportunity to participate in a simulated COP31 climate conference, engage with global climate leaders, develop climate policy proposals, and contribute to youth-driven climate solutions that will later be presented during the official COP31 summit in Türkiye.
The program combines virtual training, policy development, international collaboration, and an immersive in-person summit experience in Egypt.

About the COP31 Simulation Fellowship
The COP31 Simulation Fellowship is designed to prepare young leaders for meaningful participation in global climate diplomacy and environmental policymaking.
Participants will simulate real COP31 negotiations by taking on roles such as:
- Country representatives
- Lead negotiators
- Civil society advocates
- Climate policy contributors
The fellowship allows participants to collaborate with international peers, climate experts, policymakers, and mentors while developing practical skills in negotiation, advocacy, and climate policy research.
Program Components
Virtual Training Program: Selected participants will first take part in a two-week online training program hosted by international universities and expert organizations.
Topics covered include:
- Climate education
- International climate negotiations
- Public speaking
- Conflict management
- Youth-led climate initiatives
- Climate diplomacy and advocacy
Participants will also receive mentorship from both Egyptian and international experts.
Climate Policy Brief Development: Participants will work on climate-related policy briefs and research projects with guidance from experienced mentors and academics.
These policy proposals will help shape the discussions during the COP31 simulation summit.
COP31 Simulation Summit in Egypt: A major in-person COP31 Simulation Conference will take place at the British University in Egypt, bringing together approximately 150 young participants from around the world.
During the summit, participants will:
- Debate climate policies
- Negotiate resolutions
- Vote on climate proposals
- Participate in leadership and policy sessions
- Collaborate with other young climate leaders
A selected group of participants will receive full sponsorship for a six-day immersive experience in Egypt.
Opportunity to Attend COP31 in Türkiye: Around 20 outstanding participants will be selected to attend the official COP31 summit in Türkiye.
These participants will have the opportunity to present youth-driven climate declarations and recommendations at both official and informal COP31 venues.
Certification: Participants who successfully complete the fellowship will receive an official certificate recognizing their skills and contributions in:
- Climate diplomacy
- Climate advocacy
- Global negotiations
- Climate policy research and analysis
