The African Climate Foundation (ACF), Africa’s first continent-wide, African-led climate regranting institution, is seeking a dynamic Programme Manager – Green Industrialisation to join its remote team. This role is pivotal to supporting Africa’s transition toward low-carbon, inclusive, and climate-resilient industrial growth.

About the Role
As Programme Manager, you will lead the implementation of ACF’s Green Industrialisation Programme, working closely with national governments, regional bodies, and key stakeholders to drive sustainable industrial development in areas like:
- Renewable energy manufacturing
- Electric mobility
- Agro-processing
- Circular economy
- Critical minerals development
You will also manage the development of a Critical Minerals Strategy and oversee a new Critical Minerals Support Facility, helping shape Africa’s position in global clean energy value chains.
Key Responsibilities
1. Strategy & Programme Implementation
- Lead the design and execution of the Green Industrialisation Strategy.
- Guide country-led green industrial priorities across sectors.
- Manage the roll-out of the Critical Minerals Strategy and support facility.
- Align efforts with other ACF workstreams (energy access, just transitions, etc.).
- Track progress using Monitoring, Evaluation & Learning (MEL) frameworks.
2. Resource Mobilisation & Donor Relations
- Assist in fundraising and proposal writing.
- Manage programme budgets with transparency.
- Engage donors and unlock capital for green industrialisation projects.
3. Grant-Making & Oversight
- Design a strong portfolio of grants supporting policy, capacity-building, and knowledge exchange.
- Select and engage partners; monitor their performance and impact.
4. Stakeholder Engagement & Partnerships
- Build and nurture strategic relationships across government, private sector, and civil society.
- Represent ACF in regional and global dialogues.
- Collaborate with institutions on just transitions and green growth.
5. Thought Leadership & Communications
- Commission research and publish policy papers.
- Work with ACF’s Communications Team to share programme insights.
- Develop knowledge products and strategic briefs.
6. Team Management
- Lead and mentor team members and consultants.
- Oversee performance, work plans, and deliverables.
- Foster collaboration across programmes.
Candidate Profile
Required Qualifications & Experience:
- Master’s degree in Industrial Policy, Development Economics, Climate/Energy Policy, or related field.
- 7–10 years of experience in industrial development or climate-aligned policy in Africa.
- Proven track record leading industrial strategy projects at national or regional level.
- Expertise in green sectors: renewable energy, agro-industry, circular economy, critical minerals.
- Deep understanding of Africa’s political economy and investment climate.
- Familiarity with frameworks like UNIDO, AfCFTA, African Mining Vision.
- Strong grant management and donor engagement experience.
- Excellent communication, analytical, and leadership skills.
- English fluency required; additional languages (French, Portuguese, Arabic, Mandarin) are a plus.
